About PMF

Policy that works at the meter.

Pacific Manufacturing Federation is a Hawaiʻi-focused policy and implementation platform. We develop practical pathways for efficient buildings, customer-sited solar and storage, flexible loads, and fair energy finance—so households and businesses can use less imported fuel without giving up comfort or reliability.

Public standard

Affordability, resilience, and accountability belong together.

Start at the meter: comfort, health, food preservation, and a manageable energy bill are essential public outcomes.

Use technology-neutral performance standards so any qualified solution can compete on safety, cost, reliability, and verified results.

Compare central and customer-sited resources on a consistent full-cost, reliability, lifecycle-emissions, and equity basis.

Label enacted law, official proceedings, evidence, modeling assumptions, and PMF recommendations separately.

How we work

A transparent public record, not a private sales channel.

Evidence before rhetoric

Every major public claim is tied to a primary source, a stated modeling assumption, or both. A source is not treated as a final decision when it is only a proposal, report, or opening order.

Customer protections by design

Affordability programs must disclose payment terms, preserve reasonable outage reserve, protect customer data, and include accessible participation for renters, multifamily residents, and lower-income households.

Disclosure and recusal

PMF's policy case is performance-based, not vendor-specific. Contributors should disclose material commercial interests, and people with a direct financial interest should not present a private product preference as an independent public finding.
