The brief
The build program fails without hands. Every megawatt on the docket is also a payroll: assemblers, grid electronics technicians, district plumbers — trades that existing pipelines produce too slowly and too far from the Pacific.
PMF-26-005 charters twelve-month apprenticeships across fourteen community colleges. The curriculum is written against the members' actual production lines: heat-pump assembly, grid electronics, district plumbing. Tuition is paid by the membership, and every graduate is hired by charter — the job offer is part of the enrollment.
The first cohorts — two hundred apprentices — started in Hilo and Fresno this spring. The compact scales with the docket: each new factory tranche adds seats, and each district charter adds a hiring commitment.
