The brief
The last therm is the most expensive one. A district that is ninety percent electric still carries the full cost of the gas system underneath it — the mains, the meters, the leak surveys — spread over the few customers who remain.
PMF-26-007 is a model ordinance and rebate stack for retiring that system on a date certain. Participating districts commit to full electrification by 2032: heat pumps first, then kitchens, then fleets, with the gas system decommissioned block by block as load reaches zero.
The ordinance upgrades panels by right — no discretionary review for a service upsize tied to electrification — and stacks federal, state, and member rebates into a single application. The draft is open for public comment through November 2026.
