Fully realized wheeling: any generator may sell to any customer over the existing wires at a posted, cost-based rate. The grid becomes a common carrier, and a rooftop in Fresno can power a factory in Fremont.
The brief
The wires are already built and already paid for, yet a generator on one side of a substation cannot sell to a willing customer on the other. Power that could move a mile instead moves through a market structure built for a century that is over.
PMF-26-003 makes the grid a common carrier. Any generator may sell to any customer over the existing distribution and transmission network at a posted, cost-based wheeling rate — the same way a shipper buys space on a railroad it does not own.
Rates are set from embedded cost, posted publicly, and audited annually. The utility keeps its wires business whole; what it loses is the power to refuse the transaction. A rooftop in Fresno can power a factory in Fremont, and a geothermal well in Puna can serve a data center in Kakaʻako.
